Oklahoma Highway Patrol Lt. Stewart Meyer said someone used a cellular phone to alert authorities to the wreckage about 9:45 a.m. Tuesday and called troopers.

Meyer said there were no visible signs along the Cimarron Turnpike of an accident and the wreckage could not be seen from the highway. Sam Hartline, 13, was in surgery Tuesday afternoon at St. Francis Hospital. The patrol said he had a broken leg. Sam's mother, reached at the hospital, said she didn't want to talk a about the accident.

Richard Alan Bolender, 38, of Broken Arrow and his son, Michael Bolender, 13, died in the Saturday night accident, the patrol said. Hartline was also in the pickup truck. The patrol said the accident occurred about 7:40 p.m. on the Cimarron Turnpike in Payne County when Bolender's pickup left the roadway, struck a ditch and a fence post and flew across a creek before striking the embankment. The truck flipped onto its top.

All three were ejected through the front window. The patrol said no one wore seat belts. Meyer said he didn't know when the Bolenders died. He said Bolender was traveling from Ponca City to Broken Arrow when the accident occurred. The patrol was asked on Sunday to help to attempt to locate Bolender.

The Citizen's Commission on the Future of Oklahoma Higher Education presented 41 recommendations to the Oklahoma State Regents for Higher Education on Tuesday. Among the long-term directives was the proposal that higher education should expect high school graduates entering college 1 to have basic computer skills and knowledge. The commission agreed that state regents must plan for the impact interactive television and technology advances will have on the culture of higher education.

Higher education also must develop new ways to evaluate how much and how well students have learned course materials. "With electronic technology that encourages students to move at their own pace, benchmarks to evaluate progress should be demanding in content but flexible in structure," the commission said. The 36-member commission also urged the regents to avoid unnecessary regulation of distance learning, allowing the strongest programs to be delivered through the state without regard to the location of the college or university conducting the satellite program. Recommendations dealt with funding, linking economic development with education and management. "These recommendations are not only a realistic vision of higher education in the 21st Century, they're also a practical guide for getting there," said Bill W.
